The President Director of PT Garuda Maintenance Facility Aero Asia Tbk (GMF) and Chairman of the Indonesia Aircraft Maintenance Services Association (IAMSA), Andi Fahrurrozi, has signed a Memorandum of Understanding (MoU) between GMF AeroAsia, the Acting President Director of PT Bandarudara Internasional Jawa Barat (BIJB), Muhamad Singgih, and the Secretary of the Ministry of National Development Planning/Principal Secretary of the National Development Planning Agency (Bappenas), Teni Widuriyanti, for the development of the Aerospace Park and Sustainable Aerospace Park at Kertajati International Airport, Majalengka, West Java.
Andi explained that the signing of the MoU and the Head of Agreement (HoA) between GMF AeroAsia and BIJB marks the commitment of both parties to build and manage the Aerospace Park that will be established at BIJB. Subsequently, GMF AeroAsia, as the anchor tenant, will construct a Maintenance, Repair, and Overhaul (MRO) facility, while also assuming responsibility for managing the area. GMF AeroAsia will be the first aviation company to enter and operate at BIJB. As a company specializing in aircraft maintenance, GMF AeroAsia is committed to promoting and inviting aviation industry players to establish their presence at BIJB. Thus, Andi is optimistic that BIJB will evolve into a new aviation ecosystem in Indonesia.
“Together with BIJB, we will promote the Aerospace Park to attract players from the aviation industry and establish an aviation industrial ecosystem at this location,” said Andi Fahrurrozi to AviaX Group.
In addition to participating as an MRO industry player, GMF AeroAsia will also play a role in managing the BIJB Kertajati area. GMF will actively organize workshops in collaboration with Bappenas to invite aviation industry stakeholders to bring activity and growth to BIJB Kertajati.
“We will hold workshops in collaboration with Bappenas to explore the incentives that can be offered by the government to industry players at this location. This will help define what incentives or benefits can be provided to industries entering this area. We are also proposing for this location to be designated as a Special Economic Zone (SEZ) for aviation,” Andi stated.
As the manager, GMF AeroAsia will divide the Aerospace Park into several clusters. These clusters will include areas dedicated to rotary wing, fixed wing, component shops, engine shops, manufacturers, commercial activities, and training centers.
“The area will be divided into specific clusters. There will be an MRO cluster focused on rotary wing, fixed wing, and airframes. Another cluster will focus on component shops and engine shops, while another will concentrate on manufacturing activities. Thus, industries established in this area will become an integral part of the global supply chain. There will also be a commercial area, and potentially, a dedicated training cluster,” Andi elaborated.
In his capacity as Chairman of Indonesia’s MRO association, Andi also addressed the need to strengthen Indonesia’s capabilities in the MRO sector. He noted that the areas of engine and component maintenance still require significant improvement. He further mentioned that Indonesia currently lags behind neighboring countries in terms of participation in the global supply chain, yet he believes that BIJB Kertajati presents a major opportunity for Indonesia to expand its aviation business.
“In Indonesia, when we talk about MRO, over 90% of airframe maintenance in hangars is performed locally. However, in the areas of engines and components, there is still a significant gap. Thus, we are inviting OEMs (Original Equipment Manufacturers) to invest in the Kertajati area to ensure maintenance costs are not outsourced abroad,” he said.
“Moreover, the MRO industry in Indonesia remains slightly behind that of neighboring countries. For example, Malaysia has over 100 companies integrated into the global supply chain, while Indonesia has fewer than 30, with less than 20 actively operating. This situation diminishes our competitiveness internationally. We hope that through the establishment of this area, we can attract investors and aviation industry players to invest and develop their capabilities here,” he continued.
Following the signing of this agreement, GMF AeroAsia is set to commence the construction of the MRO facility at BIJB Kertajati by the end of 2025. Andi indicated that operations are expected to begin in early 2026. The event was witnessed by key national and regional stakeholders, including the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono; the Minister of National Development Planning/Head of Bappenas, Rachmat Pambudy; the Minister of Transportation of the Republic of Indonesia, Dudy Purwagandhi; the Regional Secretary of West Java Province, Herman Suryatman; and the Regent of Majalengka, Eman Suherman.
